Compulsory Medical Insurance for Non-local Students

The University policy stipulates that compulsory medical insurance is required for all registered full-time degree-seeking non-local undergraduate and postgraduate students studying at HKUST on student visa/entry permit. While students may enjoy free general consultations and medications of the campus clinic, the compulsory medical insurance aims to provide better resources and safety net for non-local students in the event that they need prompt, appropriate and affordable medical services locally or outside of Hong Kong.

For enquiries related to coverage/ claim eligibility, please consult the insurer (Blue Cross) directly by calling their service hotline: 3608 2988. Please retrieve your Policy number and Insured number beforehand by downloading the insurance certificate via Blue Cross's e-platform ("Super Care") (Login your account > Click "Claim" > "Select the "Certificate of Insurance" ). For first time activation of the student account, please click here for the instruction.

(Note: For newly admitted students, it may take a longer period of time for the insurer to process the user profiles. Kindly expect the e-platform service accounts for new students will be made available within 1 month from the commencement of the Fall semester (or Spring semester for students newly admitted in Spring).

 

Students who have difficulties in retrieving their Policy number and Insured number may contact Scholarships & Financial Aid Office by email to sfao.ins@ust.hk.

 

c)

If the insured student is holding another insurance policy and the incurred medical expenses could not be fully reimbursed by the other policy, he/she may claim for the balance from this policy by providing original receipts and proof of claim payment from other insurance policy.

 

d)

Extended Accidental Medical Benefits

The University Group Personal Accident Insurance covers accident loss sustained while participating in activities organized or arranged by the University and/or student organizations on-campus or off-campus, local or abroad, subject to certain conditions. For details, please click here.

The Extended Accidental Medical Benefit terminates once student ceases to be a registered student.

Claim Procedures

a)

Hospital & Surgical Benefits

Please click here to download the claim form and authorization form for Direct Banking Credit System. Completed claim form and original medical bills should be mailed to the insurance company direct within 90 days from clinical visit (for minor operation) or discharge from hospital.

 

 

b)

Outpatient Benefits

Please click here to download the claim form and authorization form for Direct Banking Credit System. Completed claim form, referral letter and original medical bills should be mailed to the insurance company direct within 90 days from clinical visit.

If the claim amount does not exceed HK$3,000, you can choose to submit your outpatient claims online through Blue Cross's e-platform, Super Care (under "EasyClaim Service" Outpatient Claims Submission) by simply uploading the scanned copies or photos of medical receipts. For first time activation of the student account, please click here for the instruction.

 

For claims which the claim amount exceeds HK$3,000, please follow the normal procedures in submitting a claim.

Extended Accidental Medical Benefits

Please download the claim form via here. Insurance claim should be submitted by post within 30 days from the day of occurrence after getting the endorsement from Scholarships & Financial Aid Office.

 

Insurance Fee

a)

For 2021/22, all new and continuing non-local full-time degree-seeking students MUST pay a medical insurance fee of HK$300 with the tuition fee (Students commencing their studies at HKUST in Spring  semester shall pay HK$150). This also applies to,

  • Students going on exchange in Fall or Spring Semester

  • Scholarship students whose tuition fee is settled by their scholarships

b)

The compulsory medical insurance fee cannot be reduced, waived, deferred or refunded. To avoid coverage gaps, students holding other medical insurance policies cannot be exempted.

 

c)

Students are responsible for paying the insurance fee as required. Any outstanding payment must be settled before the University Diploma can be issued.

 

Important Information

a)

For students being newly admitted in 2021/22, special arrangement will be made to advance the medical insurance enrolment dates as follows,

- For students being admitted in Fall semester: 15 July 2021

- For students being admitted in Spring semester (including those who have taken study leave in Fall and return to study in Spring): TBC

 

For continuing students (except for those who have leave/ inactive student statuses in 2020/21), the 2021/22 insurance enrolment will effect from 1 July 2021.  While for students who are graduating in 2020/21, the insurance coverage will remain active until 31 August 2021.

 

For students arriving earlier than/ staying beyond (for graduating students) the respective insurance effective date/period shall not be covered by the Scheme.  Students are advised to arrange their own insurance/ travel insurance to cover the relevant dates.

 

b)

Change in student status, e.g. taking study leave, changing the study status to off-campus study, will affect the eligibility of insurance enrolment. In case of any doubts, please consult Scholarships & Financial Aid Office.

 

c)

The Scheme may not satisfy the personal insurance needs of individual students. Students may consider topping up the insurance level with other insurance plans of their own choice.

 

d)

Students' dependants staying in Hong Kong with the student could participate in the Optional Medical Insurance plan entitling to the same coverage of Hospital & Surgical Benefits and the Outpatient Benefits in this scheme. Enrolment Form (please click here) should be sent to "Mercer Marsh Benefits" directly.

 

Students / Activities Not Covered

a)

General outpatient consultations due to illness or disease (except the Specialist's Consultation, Diagnostic X-rays & Laboratory Test and A&E Consultation in Hong Kong hospitals as specified in the Outpatient Benefits) are not covered in the Scheme. (Note: FREE General Consultation Service is available at the Campus Clinic.)

 

b)

Students holding the following student statuses are not covered by the Scheme:

  • Part-time students

  • Students extending or taking their studies at the University without paying tuition fee (e.g. research postgraduate students retaining their student status at the University for a period no longer than 4 weeks)

  • Exchange-in, Visiting Students or Visiting Interns

  • Students holding off-campus study status without paying HKUST tuition fee

c)

The Scheme does not provide the coverage of travel insurance. Students going for exchange or internship abroad should arrange suitable and adequate insurance for their trip.

 

d)

Exchange-in, Visiting Students or Visiting Interns should subscribe to Travel Insurance for Exchange-in/Visiting/Short Program Students before leaving their home countries.
